The outcome is decided by the Settlement Value for the Hilo, HI Reference Location in the final Metryc settlement file for Hurricane Nolo, produced by Reask. The Settlement Value is the maximum 3-second peak wind gust attributable to the storm, in miles per hour to one decimal place, across the grid cells in the defined Settlement Area around that location; winds from any other weather system are excluded, and interim or forecast probabilities published during the storm are not used. The outcome is Yes if the Settlement Value is at or above the value specified in the market question and No otherwise, and it still resolves on the file if the storm never reaches hurricane status. The values are final when the final Metryc settlement file is published, which follows the National Hurricane Center's final advisory for the storm, with Reask delivering the values within 36 hours of that advisory. If the file is temporarily unavailable, resolution waits until it is published or restored; if the National Hurricane Center resumes advisories for the storm before publication, resolution waits until the storm finally dissipates, while advisories resumed after publication, and any later Reask revisions, do not change the outcome.
