The US Bureau of Labor Statistics (BLS) publishes the deciding value in its Consumer Price Index for All Urban Consumers (CPI-U) release, typically at 7:30 AM CT on its scheduled release date, and the value used is the year-over-year percentage change in the not seasonally adjusted Rent of Primary Residence index for New York-Newark-Jersey City, NY-NJ-PA, the BLS area whose name begins with the city named in the market question. The outcome is Yes if that change for November 2026 is above the value specified in the market question and No otherwise. The outcome is not determined early and becomes final when BLS releases the CPI data for November 2026, and if the release is delayed, resolution waits until it is published.
