The outcome is decided by the formal nomination for Director of National Intelligence made by the President of the United States holding office at the time of the nomination, as recorded in the Nomination Records on Congress.gov, published by the US Congress. The outcome is Yes for the person named in the market question once that person's formal nomination for Director of National Intelligence is listed there, whether or not the Senate later confirms them. Once any person's nomination for Director of National Intelligence is recorded, every other candidate resolves No immediately, and a later withdrawal, rejection, or confirmation does not change any outcome. The outcome resolves early at that point, based on the Congress.gov update of nomination records at 7:00 AM CT. If that update is delayed, resolution waits until it is published.
Many senior federal offices are filled by a person the President formally nominates, who then goes to the Senate for confirmation. The measure is which person the sitting President formally nominates for Director of National Intelligence.
